With reference to the arrangements come to at a meeting of the Vital Requirements Committee on Thursday 18th January, I have the honour to inform you that I am in receipt of a telegram from Colonel Thompson in which he informs me that the Government of the Straits Settlements cannot consent to Lieut. Old becoming Secretary to the Shipping Committee and suggest- ing a Mr. Seed of Maclaine Watson & Co., Java, for the post.

After consulting the Vital Requirements Committee

I do not wish to appoint Mr. Seed and would prefer to make ar- rangements locally. I therefore suggest that Mr. Cary's services might be made available until his successor arrives when it is hoped that the latter might undertake the work. The remunera- tion would be $200 a month.

I should be much obliged if you would inform me whether Mr. Cary is willing and can be permitted to undertake the work.
